SCTV Reporter Assaulted By BI Security Guard

Last Tuesday (May 12th), a reporter from SCTV was assaulted by a local security guard at Bank Indonesia.

The incident happened when the victim; Carlos Pardede was stopped by the security detail and asked to submit his ID card ( a common practice in most Indonesian offices and buildings ) and an argument ensued soon after wards that lead to the physical assault.

It's unclear what words were exchanged during the escalating argument, but it's said that the victim pressed on his right to be at the location due to his press credentials.

The attack was short and under 5 seconds, without a clear victor and soon intervened by other security guards and other reporters on scene.

Lack of training in de-escalation skills and verbal conflict management is likely to be attributed to the incident in addition to the subject's psychological or emotional conditions due to external factors (stress, work related problems etc.)

On the other hand the victim's escalating persistence on being at the location also contributed to the subject's use of force.

As of today (May 18th) Bank Indonesia has apologized to the victim and is currently following up on the investigation and take action on the security guard which attacked Mr. Pardede. Five security guards (Suprapto, Taufik, Budi, and Andi) have been detained and one subject (Marlo) has been questioned for the possible "head butt" assault on Mr. Pardede.

Based on the victim's account, he was initially confronted by five security guards who refused Mr. Pardede's entry and interview request, and soon after he was attacked, five additional security guards jumped in the melee.

Crime News: Violent Taxi Robbery


JAKARTA,

A violent assault and robbery took place in a "blue" taxi cab headed towards the Mall Mangga Dua area. The case involved three suspects and the beating of a female victim.

The event occurred on Tuesday, April 24th. at around 5:30 pm. The victim (Ms. Iv) left her Cikini (Central Jakarta) location for home at Menteng Dalam using a "blue" marked taxi cab.

Within a few kilometers of her home, at Jalan Minangkabau the taxi stopped and two male suspects entered the car from both sides of the back seat. The taxi later proceeded towards the Mall Mangga Dua area.

En route, the suspects demanded the handover of Ms Iv's possession and threatened her with rape and murder. Under threat; Ms. Iv violently fought back which resulted to a beating by both suspects (Victim may have possibly been attacked with force in the face or upper areas) and physically weakening her to a level where she was nearly unconscious. The suspects then removed the victim's clothes in a possible rape attempt by both men.

At this moment, Ms Iv violently fought back one more time with her last remaining strength. The violent commotion that ensued may have "nerved" or "panicked" the suspects, which led to her "drop" near the Mall Mangga Dua area.

Loss: Property; two laptops, cash money (7.5 million IDR/ around 700 USD) four cellphones, and personal jewelry (ring and earrings)

Analysis:

Crime type: Strong Arm - Aggravated - Property

Aim: Property

Victim: Female (unknown age)

Victim profile: Based on her personal belongings and stolen property, victim is likely to be a working professional/ career woman with a high daily activity schedule (two laptops, four cell phones, and a considerable amount of cash money on her)

It is pressumable that the victim may have been chosen or followed, in the midst of trying to keep up with her schedule. (Not being aware of the taxi she got on in the first place)

Suspect/s: Multiple, two assailants and one driver

Suspect/s profile: Unknown

The suspects had planned on the crime scene beforehand. Presumably the crime's main goal was property but due to the victim's resistance, the crime escalated into assault and almost a rape crime.

It's worth noting that the victim's violent resistance may have deterred the suspect into further escalating the crime process, although had the suspects been armed the escalation might have ended up in escalated violence/ homicide.

NEWS: Crime Rate in Tangerang Higher




Jakarta - Polda Metro Jaya announced in February that the Tangerang district area, has the highest crime rate with over 174 cases in auto theft compared to the DKI district.

According to Polda Metro Jaya's Head of Public Relations Division Commissioner Zulkarnain Adinegara, the reason for the higher crime rate in Tangerang is due to its' "border areas" (Wilayah perbatasan) making it vulnerable to crime.

In addition to Tangerang, the South Jakarta and West Jakarta area has also been marked as the "Red Crime Zone" Areas, with 73 cases for SJA and 90 cases for WSA.

Overall there's a 6.39 percent decrease in crime rate, as a result of resort level police task force actively operating in street crime operations and counter premanisme patrols.

Top crimes based on Polda Metro Jaya data:

1. Auto/ Motor theft (174 cases during February)
2. Forced Robbery (136 cases) - Pencurian dengan pemberatan
3. Drugs/ Narcotics (116 cases)
4. Assault and battery (30 cases)
5. Violent Robbery (20 cases) - Pencurian dengan kekerasan


The Murder of a Model

On March 17th 2009, the shocking murder of a known TV model raised concerns amongst young women within the age group of 17 - 35 who were single, and avid visitors or shoppers in Jakarta's luxury malls.
The disbelief of the crime was that, the murder took place in one of Jakarta's elite malls in the South Jakarta area; Pacific Place Mall.

Initial reports from the media, reported that the victim was a female aged in her early or mid 20's who was critically stabbed in the neck area. The body was found at the mall's emergency staircase area between the 6th and 7th floor.


Speculations of the murders suspect ranged from disgruntled former boyfriend's to the victim's current associates, although based on the location of the murder it was evident that the suspect knew his way around the location.


Police investigation took a little over three weeks to reveal the suspects identity; who turned out to be a local security guard at the mall, working in the cinema department. The suspect claims that he had followed the victim upon entering the mall, and had planned "forced armed robbery" on the victim on two separate occasions.

Although the murder was indeed shocking and news sensation material for the following weeks, the case underlines the classic dynamics of resisting a violent "forced armed robbery".
It's possible that due to the victim's retaliation, the suspect panicked and in the struggle that ensued excessive force was used which led to the stabbing of the victim.

Mulyadi, lanjutnya, membunuh karena Elen, lulusan LPK Tarakanita itu, berontak saat dirampok. "Saat dibekap, Elen tetap saja melawan. Mulyadi bilang kepalanya ditarik. Takut teriak, akhirnya dia tusuk," tuturnya.

The weapon of choice was a sharp edged weapon, and based on the suspects job description it's clear that the weapon was easily concealed and brought within the mall perimeter due to the victim's working access.

For this crime the suspect is charged with premeditated murder and punishable by death according to Indonesian law;
pasal 340 juncto pasal 388 juncto pasal 365 KUHP, dengan ancaman hukuman mati."Sementara dikenakan pasal berlapis, yaitu pasal 340 jo pasal 388 jo pasal 365 KUHP. Pasal 340-nya tentang pembunuhan berencana,"

Analisis: Kidnapping of Moestopo University Student

Sempat Melawan, Uci Dibekap Pakai Celana Dalam


JAKARTA, KOMPAS Suci Tri Handayani (19) alias Uci, mahasiswi Fakultas Komunikasi Universitas Dr Moestopo Jakarta, yang diculik, dirampok, dan dibuang oleh empat pelaku di Karawang, Jawa Barat, ternyata sempat melawan para penculiknya.

Crime victim was a female university student in her early 20's. University SES class was AB class. Type of crime: kidnapping, and forced robbery.

Demikian keterangan yang didapat dari orangtuanya, M Asyari (55) dan Iklimah (45), saat ditemui wartawan di rumahnya di daerah Ciputat, Kota Tangerang Selatan, Senin (2/2) sore.

Menurut mereka, peristiwa penculikan dan perampokan itu bermula Sabtu (31/1) menjelang tengah malam. Awalnya, Uci janjian bertemu beberapa temannya di Cilandak Town Square, Jaksel. Untuk itu, Uci, gadis kelahiran Jakarta, 24 April 1988, meninggalkan rumahnya di Ciputat, Sabtu pukul 17.00, ke Citos. Dari sana, mereka ke kawasan Pondok Indah untuk menghadiri reuni SMA.

Kidnapping occurred late night on a Saturday. Victim's destination was a local high school reunion at a Cilandak town square.

Pukul 18.30, Uci menerima telepon dari seorang pria tak dikenal. Pria tersebut beberapa kali menghubungi Uci. ”Si pria mengaku kawan sekampus putri saya. Putri saya menanggapi dengan santun meski merasa belum pernah berkenalan,” tutur Iklimah.

Suspect initiated contact with victim through telephone call using regular interview method, claiming that the victim was a "friend" of the suspect. The victim went along and did not raise any suspicion on the suspects motives.

Key question: Where did the suspect get the victim's number? Either through a campus/ university student database or someone who knew the victim's number gave it to the suspects. In the latter case, this may indicate that the crime was planned and the victim's daily patterns may have been studied or observed prior to kidnapping.

Seusai reuni, Uci mampir ke rumah kos sahabatnya, Misye, di kawasan Cipete. Dari sana, bungsu dari tiga bersaudara yang dikenal aktif di kampus ini berniat pulang. Saat menunggu taksi di tepi jalan, si pria tak dikenal kembali menghubungi Uci.

Victim was known to be socially/ academically active in campus, victim was contacted again by suspects while she was waiting for a cab on a sidewalk.

Beberapa menit kemudian, sekitar pukul 23.00, sebuah mobil Honda Stream warna hitam berhenti di depan Uci. Pintu mobil dibuka, pria yang mengaku kawan sekampus Uci tadi memberinya tumpangan. Karena hujan deras dan gelap, Uci tak berpikir panjang dan masuk kendaraan.

Time of abduction was around 11 pm, victim was invited to enter Black Honda Stream (SUV type vehicle).

Padahal sudah berulang kali saya ingatkan, 'Nak, kalau pulang lebih dari jam 24.00 lebih baik menginap di rumah teman atau di rumah nenek di Tanah Abang,” ujar Asyari. Ia juga membantah keterangan polisi sebelumnya tentang mobil Toyota Alphard yang disebut-sebut raib.

Melawan

Baru beberapa menit duduk di kursi tengah kendaraan, dua pria bertopeng kain yang bersembunyi di belakang muncul dan berusaha menyekap Uci. Korban yang saat itu memakai kaus biru lengan panjang dan celana pendek putih di atas lutut melawan.

Kepala Uci lalu ditutup dengan celana dalam yang kemudian diplakban di leher korban. ”Celana dalam itu milik putri saya. Karena sedang datang bulan, ia membawa cadangan di tas,” kata Iklimah.

Dalam perjalanan, Uci sempat mendengar pembicaraan pelaku yang meminta seseorang mentransfer uang karena perintah sudah dipenuhi. Mobil lalu berhenti. Tak berapa lama, sebuah mobil Daihatsu berhenti.

Seorang pria yang turun dari mobil Daihatsu menghampiri jendela pintu Honda Stream untuk melihat kondisi Uci. Empat telepon genggam, uang Rp 50.000, kartu mahasiswa, KTP, dan ATM Uci diambil. Uci lalu dibuang di Karawang, Jawa Barat, Minggu (1/2) pukul 01.00. Setelah ditolong warga, Uci menghubungi kakak perempuannya. Pukul 04.00, kedua orangtua Uci menjemput korban di Polsek Teluk Jambe, Karawang, dan melaporkan kasus ini ke Polda Metro Jaya. Kasus ini ditangani Brigadir Polisi Satu Dita Yurilah.

Victim was disposed in Karawang area, around 3 hours after the kidnapping.

Dari sana, Uci dibawa ke RS Jakarta untuk divisum. Sebagian tubuh Uci memar karena melawan. ”Menurut putri saya, kasus serupa juga menimpa tiga rekannya sekampus beberapa waktu lalu. Yang dua orang putri, yang seorang lagi pria kemayu,” kata Iklimah. "Kata putri saya, ketiganya kehilangan komputer jinjing, kartu kredit, ATM, dan sejumlah uang,"lanjut Iklimah.

Interestingly similar cases had already occurred to three other students in the same campus, all of whom lost laptop computers, credit cards, ATM and cash money.

Kepala Satuan Kejahatan dengan Kekerasan Polda Metro Jaya Ajun Komisaris Besar Nico Afinta membenarkan kasus ini.

Summary:

The crime which occured to SuH, was conducted by multiple suspects during a late evening hour in which the suspects used a "Regular interview" method to approach and close in with the victim using the ruse that the victim and suspect were colleagues in campus.

The kidnapping may have been masterminded by someone who did not operate directly the group, however a note should be taken that upon successfully "controlling the victim" it was reported that the group "reported back" to the mastermind and asked for an account transfer saying that the job had been done.

Questions:

1. How was the mastermind connected to the victim?

2. How was the mastermind connected to the group?

3. What was the arrangement between the mastermind and the group? Did the mastermind provide information for the group and lived off the victim's stolen properties and in return provided the group with cash or was it the other way around?

Additionally three previous similar cases had occurred, therefore the victims may have been" selected and profiled" by the group or crime mastermind. In doing so the victim's observation must have been done by a campus "insider" who observed long enough to know the victim's activities and presumably the victim's friends.

The intent of the crime was property through the use of force, at the shortest amount of time possible as indicated in the time of abduction which was around 11 pm Saturday, and the time of the victim's release at around 1 am Sunday time.

Possible number of suspects: 3 to 5, possibly ages 20 - 30 and experienced as they were able to quickly "tie down" and restraining the victim using black sticky tape.

Although previous cases had been reported, it's unclear whether local police had followed up the previous cases to track the criminals and solve the case.

Analisis: Orang Gila Mengamuk di Depok, 3 Orang Ditusuk

DEPOK - Seorang pria yang diduga gila mengamuk dengan membawa sebilah pisau dapur di dekat sekolah taman kanak-kanak. Akibatnya sebanyak 3 orang mengalami luka akibat tusukan. Ketiga korban itu adalah Heri (40), Siska Maria (36), dan Sutardjo (50).

Heri menceritakan, pukul 08.00 WIB saat itu dia sedang duduk menunggu anaknya sekolah di TK Karunia, Jalan Kartini RT 03/09, Pancoran Masa Depok, Jumat (23/1/2009).

Tiba-tiba, turun seorang pria yang diketahui bernama Muhammad Nurdin dari mobil boks. Dia berpakaian rapih, tapi anehnya di tangan kirinya menggenggam sebilah pisau dapur. Nurdin berperawakan tinggi besar dan berambut kribo.

Entah ada apa, tiba-tiba Nurdin mengejart seorang ibu bernama Siska Maria. Siska pun kabur, namun dia terjatuh sehingga dihujani tusukan di punggungnya sebanyak 4-6 kali.
First victim attempted to flee, while in pursuit by assailant Mrs Siska Maria fell/ tripped and was stabbed on the back 4 - 6 times.

Melihat kejadian itu, Heri pun menolong Siska dengan melempari batu kepada pelaku. Kemudian, Nurdin berbalik mengejar Heri, pertarungan tak seimbang pun terjadi. Akibatnya Heri mengalami luka tusuk di bagian tangan.
The second stabbing victim (Mr Heri) attempted to disengage the assailant by throwing a rock which immediately turned the assailant's attention and redirected his attack to Mr Heri.

Saat Heri bertarung melawan Nurdin, Sutardjo yang berada dekat lokasi langsung membela Heri. Namun, tetap saja mengalami luka tusuk di bagian tangan kanannya.
During the hand to hand skirmish, Mr Heri managed to fend the assailants stabs, though in the process suffering a stab in his right arm/ hand.
Dur
Saat itu, ibu-ibu yang berada di TK pun berteriak histeris. Mereka ketakutan Nurdin memasuki TK tersebut, akhirnya warga sekitar pun berdatangan dan memukuli pelaku. Setelah babak belur, dia dibawa ke Polres Depok.
Assailant was eventually neutralized by overwhelming mass power, beaten then taken into police

Nurdin yang diketahui sebagai warga Kampung Rawa Panjang, Bojong Gede saat ini ditahan di Polres Depok.

Summary:

Although the purpose of the attack is unclear, the attack is somewhat similar to an attack that had happened in Japan last year.

One of the lessons learned here is the importance of immediately "neutralizing" someone in the process of committing a life endangering act to another person. The idea is that if you don't stop him in the first blow, there's a pretty big chance that he or she is going to come after you.

News: Indonesian Forces Anti Terrorist Simulations

On December 21st. the Indonesian forces staged several unannounced anti-terrorist training in Jakarta, Bandung and other major cities which involved elements of the Indonesian Special Forces, Bravo Air Detachment and Detachment 88.
